The landing of any animal for the purpose of inspection or quarantine is not an entry into the Commonwealth. If, in the opinion of the chief, it is necessary or proper to quarantine any animal, he may so order at the expense of the owner, importer, or consignee. The landing of any animal known to be affected with any contagious, infectious, or communicable disease is an unlawful entry; provided, that with the prior approval of the chief, the animals may be landed for quarantine or destruction and disposal at the expense of the owner, importer, or consignee
