Sec. 4. (a) A permit may be granted only upon satisfactory proof that the specific animals intended to be imported meet the following conditions: (1) The animals are free of a communicable disease at the time of importation. . . (b) The director may incorporate in the permit the restrictions that the director considers necessary.; Sec. 2. The division of fish and wildlife shall administer this article.;
