(a) The Director of Natural Resources shall administer the provisions of the
plant and animal quarantine controls, quarantines and regulations.
(b) Agricultural quarantine inspectors may be appointed by the Governor, and
shall, under the direction of the Director of Natural Resources, enforce the
provisions of the plant and animal quarantine controls, quarantine and regulations.
