Project Description
For years AFWA and our member agencies have worked to enhance the relationship between excise taxpaying industries and their trade associations. Under this continuing project AFWA will mobilize its resources to continue coordinating these efforts. With the new possibilities opened up by the passage of P-R Modernization and the challenges posed by COVID-19, the project will continue to facilitate state agency directors’ and other conservation professionals’ participation in numerous NGO annual meetings where industry partners are present, as well as industry trade shows, with the goal of making the most of this transitional period.

Results
- Goal/Objective 1: Supporting the Industry/Agency Coalition.
- Planned Accomplishments:
- AFWA planned to support the Industry/Agency Business Summit where industry representatives, state agency directors, and NGOs discuss issues of common concern including R3 and trust fund collection issues. AFWA also planned to implement further coordination and communication on R3 with states and NGOs, including state-level summits.
- Actual Accomplishments:
- In 2021 AFWA continued its work from 2019-2020 on the issue of excise tax leakage from imported fishing and archery goods ordered over e-commerce platforms, also known as marketplace facilitators. Coordination occurred through the Trust Funds Collection Working Group.
- Due to the ongoing COVID-19 pandemic there was no business summit in 2021. The summit is currently being reevaluated to determine if it is needed in future years and if so, what form it should best take.
- Planned Accomplishments:
- Goal/Objective 2: Providing travel funding for state directors and AFWA personnel to enhance industry/agency relations.
- Planned Accomplishments:
- AFWA planned to cover travel expenses for directors and AFWA personnel participating in industry tradeshows and related events in 2021, with a goal of fostering director/industry communication and increasing stakeholder understanding of, and support for, excise taxes collected under the WSFR programs.
- Actual Accomplishments:
- The grant made possible attendance at the American Sportfishing Association’s I-CAST event and the National Shooting Sports Foundation’s Shot Show by AFWA directors and senior staff. These two events are once-a-year opportunities to collaborate with the trade associations responsible for the majority of trust fund receipts.
- The continuing COVID-19 pandemic and associated constraints resulted in cancellations for many events that directors and staff had planned to attend.

- Goal/Objective 3: Supporting the Council to Advance Hunting and the Shooting Sports (CAHSS) and R3.
- Planned Accomplishments:
- AFWA planned to support the Council to Advance Hunting and the Shooting Sports (CAHSS), including but not limited to director and AFWA personnel travel to CAHSS board meetings.
- Actual Accomplishments:
- Increased communication and coordination among major industry stakeholders and NGOs.

- Goal/Objective 4: Supporting Industry/Agency Coordination on Other National Conservation Issues.
- Planned Accomplishments:
- AFWA planned to track national conservation issues and keep its member agencies and industry partners aware of new information on issues where industry/agency coordination is key to clarifying jurisdictional issues and raising hunter, angler and boater awareness (e.g., chronic wasting disease, excise tax collection, revenue trends, and COVID relief measures).
- Based on requests for assistance from state agencies in past years, this grant also planned to support AFWA staff and contractor work on emerging legal and policy issues raised by state agencies related to public access and recreation, agency structure, and methods of take.
- AFWA planned to track national conservation issues and keep its member agencies and industry partners aware of new information on issues where industry/agency coordination is key to clarifying jurisdictional issues and raising hunter, angler and boater awareness (e.g., chronic wasting disease, excise tax collection, revenue trends, and COVID relief measures).
- Actual Accomplishments:
- Through AFWA’s State Wildlife Law Project, AFWA fulfilled agencies’ research and information-collection requests related to outdoor recreation and private lands access; state license years and regulatory changes communicated through hunting, fishing and trapping guides; aquatic invasive species regulations; and regulation of lead ammunition and fishing tackle; and crossbows and airguns.
